But, before, Bush said that satellites were PROOF that Hussein had WMDs.
Bush swore a man had WMDs when he didn't.
Now he's saying that maybe a guy DOESN'T have them when he DOES.
Nuclear weapons - and Bush is treating his reaction as a political calculation.
He just makes it up as he goes along, according to what he WISHES, and without the slightest consideration for the actual facts.
