"The Clear skies" initiative is one of these Orwellian names that they pull out of the air, like "No Child Left Behind" that leaves millions of children behind. "Clear Skies" leaves the environment behind. If they passed NOTHING, the skies would be clearer than it will with the Clear Skies inititiative"
