Well, he spent it. In fact, he pissed it away on nothing - like he pisses away all of the other capital that he comes into contact with.
Bush's single biggest problem is that he views EVERYTHING as pure politics - it's the only thing he knows. An attack on America? Play politics with it. War in Iraq? Play politics with it. The drowning of an American city? Play politics with it. Play politics with EVERYTHING.
So the guy viewed public support not as public support, but as "political capital" to be "spent." And that's what ruined him. NORMAL people care about things BESIDES politics. Bush doesn't.
He is really an astonishingly shallow and soulless human being.
