Obviously, this means that he Delay longer expects to be indicted.
So he can afford to pretend that he has a moral principle he can call his own.
I think he was also taken by surprise by the fact that decent people everywhere found the initial proposal too slimy to be believed, and raised loud objections.
But the secondary part of the story is just as slimy.
"They also moved to make it more difficult for the House ethics committee to investigate a complaint against any member."
The Republicans are proposing a rule that says that they can't investigate a Republicans unless the Republicans agree to it; and they can't investigate a Democrat unless the Democrats agree to it.
Notice which party (with a few notable exceptions) favors such a totally insane rule.
And then ask yourself: why would the Republicans WANT such a rule?
What are they afraid will be investigated?
Opposition to this one should be bi-partisan - but it's only opposed by one party.
